In AE go to File > Import > File to bring in the images to your AE project window.
In the New AE composition, add the background image by dragging from the project window

Your Gif image may not be long enough to play for three seconds, if necessary you might need to make a PRECOMP.
To do this, Duplicate your GIF image
Click on the GIF layer, now go to Edit> Duplicate
Now move the Duplicate GIF across the timeline so that it plays for the 3 seconds.
If necessary you made need to make multiple copies.
Once you have enough copies of the Gif, you can select the Gif layers and Group them together into a PRECOMP.
